Luxcara and Hamburger Energiewerke start construction of 100 MW electrolyser in Hamburg

At the site of the former Moorburg coal-fired power plant, a 100-megawatt electrolysis plant is being built to produce green hydrogen. The foundation stone was laid on December 1, 2025. Commercial operation is planned for the second half of 2027.

The project is being implemented by Hamburg Green Hydrogen GmbH & Co. KG, a joint venture of asset manager Luxcara (74.9 percent) and Hamburger Energiewerke (25.1 percent). The plant is expected to produce around 10,000 tonnes of green hydrogen annually. This will be delivered to industrial and transport customers via the HH-WIN hydrogen distribution network and a planned trailer loading station.

Technologically, the plant is based on Proton Exchange Membrane (PEM) electrolysis. This technology allows for flexible operation and is particularly suitable for use with renewable energies. The stacks, the central element of the electrolysers, were ordered from Siemens Energy in September 2024. Delivery is scheduled for the second half of the coming year.

The construction progress of the Hamburg Green Hydrogen Hub (HGHH) is already well advanced. The foundation slab has been concreted, and the structural work has begun. Previously, the subsoil of the 16,000 square meter area was prepared with 906 vibro-compaction columns made of gravel. By mid-2026, the building for the electrolyser and compressors is expected to be completed.

The project is funded by the federal and state governments as part of the European IPCEI program (Important Projects of Common European Interest). The dismantling of the old power plant began in October 2023 to make room for the new facility.

According to Alexandra Bernstorff, Managing Partner at Luxcara, the project shows "that green hydrogen is investable today." Kirsten Fust, Managing Director of Hamburger Energiewerke, emphasizes: "We are serious in Hamburg and are moving into the implementation phase. (...) However, to continue, we need better framework conditions at the EU level, especially regarding the strict definition of green electricity in the Delegated Act."

Hamburger Energiewerke is a municipal energy supplier with over 1,000 employees. They operate one of the largest district heating networks in Germany. Luxcara is an asset manager specializing in sustainable energy infrastructure, based in Hamburg.
