The hydrogen project Hamburg Green Hydrogen Hub (HGHH) is making progress: By the end of August, 36 heavy transporters delivered the stacks for the 100 MW electrolysis plant at the site of the former coal power plant Moorburg. The modules are currently being installed in their place. At the same time, the final work on the electrolysis hall is underway. Economic Senator Melanie Leonhard and Environment Senator Katharina Fegebank also visited the construction site.
The project is being implemented by asset manager Luxcara (74.9 percent) and the Hamburg Energiewerke (25.1 percent). It is funded as an IPCEI project by the Federal Ministry for Economic Affairs and Energy and the Free and Hanseatic City of Hamburg. The consortium received the funding decision in the summer of 2024. In September 2024, the project partners ordered the electrolyser from Siemens Energy.
Two out of three major components on site
As early as May 2026, the six transformers were delivered and installed. With the stacks, two of the three major components are now on site. The outstanding compressors are scheduled to be delivered by the end of the year according to the current planning status. The associated hall is currently under construction. The two compressors are intended to compress the hydrogen so that it can be fed into the hydrogen distribution network HH-WIN or distributed via the trailer loading station.
The PEM electrolyser splits water into hydrogen and oxygen in a closed cell along a membrane using electricity. According to the consortium, the technology is particularly suitable for operation with renewable energies due to its flexible operation. The stacks come from Siemens Energy's gigawatt factory in Berlin. The 100 MW plant consists of a total of six electrolysers, each with six stack groups.
Approximately 10,000 tonnes of green hydrogen annually
According to the project partners, commercial operation is scheduled to start at the end of 2027. Approximately 10,000 tonnes of green hydrogen are to be produced annually. The hydrogen is to be made available to customers via the HH-WIN distribution network and a planned trailer loading station. HH-WIN is to be connected to the national and, in the future, also European hydrogen pipeline system.
The dismantling work at the former Moorburg power plant began in October 2023. In the summer of 2025, the HGHH project took over a partial construction site and started preparatory construction measures. The foundation stone was laid six months later in December 2025.
Away from fossil fuels
“In Moorburg, the electrolyser is becoming a central piece of the puzzle: a real large-scale project that the city and private sector are tackling together,” says Environment Senator Fegebank. In a few years, a coal power plant will become a hub for the energy supply of tomorrow, rejoices the Green politician.
Economic Senator Leonhard emphasizes the industrial policy significance: “We want to continue being an industrial location and at the same time consume fewer fossil fuels. Hydrogen is an option – besides importing, we also want to produce this gas locally.” Local production will ensure availability, allow consumers to plan, and enable future expansion of production.
